2007 NJILOA Rule Interpretations

 

From Tom Carr - 4/2/2007

Situation: A1 is running up the sideline to clear the ball  B1 is 10 yards  from A1 and runs at player A1 to push him out of bounds. B1 makes contact with A1 on the front shoulder and knocks him out of bounds but with the force to put  him on top of the bleachers.(hands are in proper position for a check)

Ruling : A1 is out of bounds, B1 gets possession.

 

From Tom Carr - 4/2/2007

Situation: Player A steps on the end line inside the box, his defensive half  of the field. Team B immediately calls timeout. Where is the ball placed to re-start possession for Team A, after the timeout?

Ruling: Re-start  where Player A stepped on the end line. All plays that end out of bounds will start at that point unless there are time serving penalties during the  time out. Sequential fouls could clear the ball to the X.

Situation: Following a game what are officials required to do.

Ruling : I  think we need a presence after the game, if you feel it will prevent problems.  As long as officials are on the field, they have authority. Page 25 Sec. 6 ART. Please read. We are supported by the NJSIAA and the Ethics Committee should we  incur problems prior to leaving the game site. It is recommended that officials  doing back to back games need to go to the far side and watch through the  line-up/handshake.  It's not a question of looking for something that's not  there, but instead preventing something that could occur. After certifying the score, leaving immediately after the game has ended is recommended and appropriate.

Situation: Is the new style of mouthguard that fits over the lower teeth Legal.

Ruling : No.  Rule Book Page 83. The mouthguard must cover all upper teeth.
